it's a local technical term... I kind of know what it is, but it's direct translation may not give you what you need... in general if you are holding a title of something (ownership, right etc.,) then the government can and should be able to issue a certificate stating the ownership of the mentioned title... sort of a proof , evidence...

you should check with your local governmental (state) offices, in your case it's Texas… I may be wrong

I'm not 100% sure, but try to put the verb in Past Perfect.
Had received.
Maybe "One day" refers to events which took place earlier...

Although Past Simple seems to be the correct choice.
